Palaemon modestus belongs to the caridean shrimp family. Infraorder characteristics of this species include movable claws (chelae) on the first two pairs of walking legs and a third thoracic segment that overlaps the second segment. The shrimp features a translucent body, a lengthy toothed rostrum, and notably large chelae on the second pair of pereiopods (walking legs). The rostrum’s length is either equal to or shorter than the carapace, with an elevated basal crest longer than its slender distal part. The carpus (wrist) of the second pereiopod is as long as or slightly longer than the chelae (claw). The anterior half of the dorsal margin of the rostrum lacks teeth. The eggs have dimensions of 0.96-1.01 × 1.20-1.32 mm.
